Move Description Separator and Attribute Separator from the Survey Settings to the TIW.

Currently the Description Separator is in the Survey Settings. Description Separator and Attribute Separator should be in the TIW. (Text import wizard). I will like a prompt to set the Description Separator just before you import a file.
