Set Wingwall Height at End

Include option to specify wingwall height at either the start or end of wingwall. Currently, the height can only be set at the start or end closest to the abutment backwall if the user is choosing to slope the top of wing to match the profile.

When using the Set Feature Definition tool on non-civil geometry, have it include Item Types attached to Feature Definition.
