As projects are still transitioning to ORD, I propose for a warning in ORD if someone tries to attach a reference dgn file that includes ss4/ss10 civil schema. As I understand it can be dangerous to mix these types of data especially if something from the active file is ruled to the ss4/ss10 reference file. Perhaps the warning could include information about how to use "civil clean" to demote a file to simple graphics.
