Please consider adding the ability to collapse Phrase folders within the respective .xml by default. This would be beneficial to an agency if they want to keep archive phrase folders for different purposes and do not want the respective archive phrase folders to be expanded by default in the Right of Way Deed dialog box when using the Deed Writer tool.
