Enhancement Geometry Builder

Enhancement Geometry Builder to get the point description so that it can be used for legal description reports. Geomerty builder is quicker workflow then building pieces and complexing them together plus it allows saving the parcels.

Bring back "Create Geometry by Template" command

In the first versions of OpenRoads we had the tool "Create Geometry by Template" which would create ruled geometry from a template . Fast way to for lay out geometry for a project. Not sure why it went away.
