Surface Template - Vertical offset

When working on sites and parking lot, sometimes we create a grading terrain to construct the slopes and low points than apply to it the pavement surface template.

To model the sidewalks (think of a parking lot island) we create a clipped terrain from the original one with a vertical offset of 15cm and then apply to it the surface template.

Possibility to apply an offset to the surface template would end the need for so many clipped terrains and save a lot of work.

Would creating a pavement terrain with voids in it for the islands or sidewalks help. I have created roundabout pavement terrains with 3d closed shapes for the islands at face of curb. I set the island shape to a void feature when adding it to the pavement terrain. Then a surface template can be created of the pavement terrain. Next we create separate linear templates and surface templates for the island curb and sidewalk (concrete paving).
