Currently this option is only available for Linear features. This means any text annotated through Point annotation groups can't be moved or rotated, which is a problem for our Right of Way points. Sometimes we have 100+ Right of Way points that require annotation, and some need to be moved for legibility on plans. Adding the Manage Modifications option under the text section in Point Annotation Groups would resolve this issue by converting these to civil annotation text, just like for Linear features.
