We occasionally run into a problem with files where a civil rule being processed cause the file to crash on open. There are some painful workarounds to get into the files such as force breaking references and such, however a better way would be to have the emergency option of opening the dgn with all rules set to deactivate. This would allow us to troubleshoot and delete the problematic rule more easily and result in less work being potentially lost.
