Provide a tool to quickly create infield gradings. When creating infield gradings, often we only to include part of a geometry element instead of the entire element. Because the terrain from element tool doesn't have the option to only import part of a breakline, we need to use single offset partial and vertical offset tools to "trace" the portion of the original linestring element that falls within the infield grading area. Provide a way to create a boundary element for infield grading terrains by "flood" similar to the create region tool.
