Currently, drainage annotation will snap back to the placement location based on the placement settings within annotation groups. When I move the annotation I'd want to have the option of maintaining the location in relation to the object or maintaining the location x,y. This applies to both plan and profile views.

This was implemented in the 2025 release of the Civil products, where you can choose how you want the annotation to react when a point is moved. The functionality is shown in this YouTube video: https://www.youtube.com/watch?v=JZ2YlhwIDMQ&list=PLOMh7B_-fX0z_nKwwGlTWOzZzEIEMJLpu&index=9

The functionality to control the position of annotation for conduits was added several versions ago. In essence, a conduit is a piece of linear geometry, in the same way that a node is a piece of point geometry. In the 2025 release, look in the Manage Annotations dialog for 'Annotation Behavior', in the Text category, as shown in the attached screen capture, but note that the functionality existed in versions prior to that.
However, the same functionality is also needed for pipes and other conduits. Not only for point objects.
