Option to include a sign edge/outline when importing into DGN files

When using the SignCAD to DGN utility, the sign panel outline is obscured when the signs contain a single white border with no indentation and the fill setting enabled.

To work around this, our sign designers must add an outline/no-fill shape to the signs. Without this, the true edge of the sign panel is obscured by the white border when printed. An option in the SignCAD file similar to 'Letter Outline' or an option in the DGN import utility to include a sign edge/outline would be a great quality of life improvement.

    When the "Show Panel Missing Edges" option is enabled for Rectangular Panels, it generates the sign panel shape in OpenRoads Designer and MicroStation with the active color set to 0,0,0, while the shape fill color corresponds to the panel color defined for the Rectangular Panel. This achieves the desired result of making the true edge of a sign panel visible when obscured by a white border.

    The "Show Panel Missing Edges" option was intended to be used with Rectangular Panels to show the edge lines between panels in a multi-panel sign. Implementing the "Show Panel Missing Edges" functionality used with the Rectangular Panels to also work with the Standard Sign Panels would enable the sign edge/outline to display when importing them into DGN files like it does with the Rectangular Panels.
