When creating drawing files using the One sheet per dgn method the current workflow produces files with only a drawing model and sheet model. With this type of file the user loses the ability to track using civil analysis, updating standards per dgnlib, creating new annotation in a certain file, and applying annotation over rides to any element.

Please consider adding the ability to create separate files but having a default and default 3d model in every file create, like EVERY other ORD file.
