Fix Issues with the Civil Labeler.

• Not as easy to modify as it used to be (xml vs dnglib)• Make the civil labeler smoother (crashes frequently)• Civil labeler similar to the SS10 plan labeler. • Issues with labels rotating when upgrading from 10.10 to 10.12.

Allow Switching Annotation from One Alignment to Another

Ability to change the referenced labeling alignment (can be in properties as a drop down with all available alignments). For example being able to switch main alignment to a side road alignment

Ability to edit Annotation Groups in any model

It's a little cumbersome to keep going back and forth between models when developing annotation groups. An alternative could be to be able to select the geometry that is shown as the example when in the annotation group manager.
