Add skewed cross sections to Event Point Lists

Would be helpful to cut cross sections at an angle (i.e at a skewed culvert) similar to the custom cross section in InRoads.

Create KMZ files that allow geometry annotation on export.

This would allow annotation on Geometry to export to KMZ files. Currently you have to drop status on all text annotation on geometry to be able to see it in a KMZ file.
