Circular Eccentric Nodes should have the ability to have a rotation point at the center of the structure.

Circular eccentric nodes, like manholes, should have the ability to have a rotation point at the center of the structure and elevation reference at the center of the frame and cover.

Allow Civil Labeler to work with regular MicroStation Smartlines

Currently, Civil Labeler is limited to ORD Geometry/Elements etc. but sometimes we have regular linework drawn as basic MicroStation smartlines in which we need to call out Coordinates and Elevations. Civil Labeler should have the ability to do this.

Survey Cell Rotation within an sqlite file

If a survey cell is rotated in a dgn file that houses a filedbook and that fieldbook is then exported to an .sqlite file the survey cell does not retain it's rotation.
